Launch of the Wildlife Interactive Legal Training (WILT) series, a collaboration between Law and Wildlife (LaW) and NEDA eLearning Solutions
One of the most effective ways in which law can contribute to combating the triple planetary environmental crisis (biodiversity loss, pollution, and climate change) is within our reach: effective correct implementation and enforcement of existing environmental legislation. However, on this issue, we are failing: implementation and enforcement of environmental laws is often insufficient both at international and at national level. It is vital that the conservation legal community helps in filling this gap by making laws more accessible to stakeholders: public authorities, the scientific community, conservationists, civil society, and even fellow legal professionals who have limited knowledge of environmental law. As legal experts, we have the responsibility to address the environmental crisis by making our expertise available to those who need it. Today, we are proud to release the first free WILT course, “African Grey Parrot Trade in the DRC”, in a series of legal trainings on the rules addressing wildlife trade. This course is a result of collaboration between Law and Wildlife (LaW), the World Parrot Trust, and NEDA eLearning Solutions. It presents the legal rules applicable to the trade of the African grey parrot in the Democratic Republic of Congo (DRC) in a comprehensive way. It addresses an important legal knowledge gap, by using the DRC to illustrate to learners how national legal provisions address the conservation of a specific species, the application of international legal provisions to national legal systems, what is considered as illegal, and which authorities are mandated to protect the species. “African Grey parrots are categorised as Endangered by the International Union for the Conservation of Nature and are captured and exported in their thousands to supply an international market for exotic pets. The DRC is a major source of trafficked African Grey parrots, in part because the complexity of national legislation and confusion over laws regarding their capture and trade, means that law enforcement is patchy at best”. Says Rowan Martin, Director of the African Conservation Program at the World Parrot Trust. We believe in the great potential of these targeted courses on wildlife trade laws, not only for general stakeholders, but also as part of targeted legal education for public officials, prosecutors, and the judiciary.
